  Clinton is listed in the 1910 census for Noble, Richland County, Illinois living with his father, Charles McDowell. According to the 1940 census, he had a 3rd grade education. Clinton's second wife, Hazel brought a daughter Geneva Edwards into the marrariage. Geneva was adopted by Clinton and given the McDowell surname.
