    Drafted and entered active service as an Apprentice Seaman on October 29, 1943 at Naval Receiving Station, Chicago, Illinois. Completed boot camp and further training at Camp Perry, Virginia and at Terminal Island, California. Served aboard the Attack Transports USS Kenton APA-122 and the USS Bandera APA-131. Earned the American Campaign Medal, Asiatic-Pacific Campaign Medal with 1 bronze battle star, WWII Victory Medal and The Philippine Liberation Medal. Honorably discharged as a Chief Carpenter's Mate on December 8, 1945 at Naval Personnel Separation Center, Great Lakes, Illinois.

    Gail graduated from Gilman High School before attending the University of Illinois where he graduated. He obtained his law degree from the University of Kentucky.

    Gail was in private practice in Nashville Illinois before serving as an attorney for the Veterans Administration in St. Louis.

    He then served asssistant states attorney in , Iroquois, Christian, Peoria, Macon, Effingham and Moultrie counties.

    He was elected Moultrie States Attorney, serving from1992-1996.

    Mr. Coil was a retired Lt. Colonel in the U.S.Army with two tours in Viet Nam then served with the U.S.Army Reserves military police division for a total of 22 years of service.
